　Background:
　　 With the development of Chinese manufacturing industry, many advanced management systems have appeared while the old ones are facing with updating and being instead. In order to exist among intense competition between enterprises, the implementation of advanced management system and full use of the old system plays a key role. Enterprise with preconscious has implemented the advanced management system and combined it with the old system successfully so that a good management cycle has been formed, which every system can work efficiently. How to make full use of the advantages of every system to speed up enterprises’ development has become a key problem. In order to set-up a platform for the communication and interaction among medium and higher managers in enterprises so as to bring the management level development to Chinese manufacturing enterprises, TPM Committee, Nanjing City Track Transportation & Technology Consulting Co., Ltd.
